Germany has become Europe's first country to allow babies with characteristics of both sexes to be registered as neither male nor female.

Germany's top court has ruled that there must be the option of registering a gender that is neither male nor female on birth certificates.
Gov. Jerry Brown signed SB179 on Sunday night (10/15/17). The bill, dubbed the Gender Recognition Act, will allow a third gender choice on driver's licenses, state identification cards, and make it easier for people to change their gender and name on state identification papers.
